State Seal of Arkansas
From 1836 to 1907 the Seal of Arkansas kept changing; the present form was approved in 1907 by an ”act of the State legislature” which corrected the words of the state motto from ”Regnant Populi” (The People Rules) to ”Regnant Populus”(The People Rule).
The outer circle of the seal reads ”Great Seal of Arkansas” while the inner circle consists of symbols like the Goddess of Liberty and the Angel of Mercy. As per Arkansas legislature, the same seal is used for all government offices with the difference that the seal should carry the name of the office it belongs to. For instance, the Secretary of State uses the seal with the title ”Seal of the Secretary of State”.
